Job ResponsibilitiesManages all aspects of the C-Program and Enhancements located within the RFATS and Catawba COG boundary, including assisting with the STIP process, project scoping meetings, preparing P2S requests/ PPRs, coordination of environmental process, coordination of design and plan development, right of way acquisition support, development and implementation of public involvement process, and construction support.
Supports program manager with all aspects of the development of projects in the following programs (RFATS, Catawba COG, and other projects within the RPG). Serves as chair for consultant selections and leads contract negotiations as assigned.
Manages project funding and budgets, including expenditures for projects for compliance with budget through completion for MPO, COG, and other projects within the RPG. Prepares project/program monthly updates, cost estimates, P2S requests, correspondence (CTS and others) for MPO, COG, and other projects within the RPG.
Conducts project scoping, field reviews, and project meetings with essential personnel for MPO, COG, and other projects within the RPG. Acts on behalf of the program manager as requested. Conducts public meetings, as well as prepares and delivers presentations to MPOs, COGs, county and civic organizations. Updates County Transportation Committees on program quarterly. Supports program manager with mentoring and providing guidance for lower level assistant program manager. Performs other related duties as assigned.
Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and four (4) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
The physical demands for the essential functions involves sitting or standing at a desk for extended periods of time. This position may require occasional travel. May require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. Walking for extended periods, treading rough terrain, working in close proximity to motoring traffic, and in natural environmental hazards. May be required to work outside normal business hours or respond to emergency situations.
