Job Responsibilities Serves as the Assistant District 4 Traffic Engineer. With limited oversight, assists in managing the district traffic engineering function performing complex duties and making decisions concerning traffic engineering matters at the district level. Assists District Traffic Engineer (DTE) with all aspects of the District Traffic Office. Supervises SHEP program in District 4 on I-77 and I-85. Supervises SHEP program in District 4 and directs real time traffic control/detours for large scale incidents in District 4. Responsible for all personnel matters including hiring, evaluation, disciplinary actions, promotions, EEO requirements, etc. for personnel in both Cherokee (I-85) and York (I-77). Responds and prepares correspondence when necessary to reply to inquiries or to convey recommendations to department personnel, local government officials, and the general public. Communications include traffic investigation findings, recommendations and an explanation of engineering policies and practices. Participates in District Traffic review of plan submittals to provide comments and recommendations to DTE, HQ Traffic, SCDOT Regional Production Groups, local governments, developers or other entities desiring to make changes on the state highway system. Provides appropriate supporting standards, concept drawings and documentation to justify recommendations. Supervise and participate in the technical review and/or design of signals and signal systems. Works with the District 4 Signal Shop to implement all signal installations and revisions. Uses specialized software and field observations to model and improve traffic flow along existing signal systems. Works in conjunction with HQ traffic signal group as necessary. Meets with and represents the District Traffic Office as necessary on inquiries from consultant engineers and local government engineers on Traffic Engineering related issues. Advises maintenance and construction personnel in proper traffic control measures and provides recommendations to improve pavement markings, signing, channelization, intersection design and pedestrian connectivity. Makes field trips to meet on site with department personnel and layout recommended improvements. Works with the District Signal Shop and the City of Rock Hill Signal Shop. Communicates with shops on a regular basis and helps as necessary to develop plans of action or resolve technical issues. Gathers information from Shops during plan review. Performs other related duties as assigned. Minimum and Additional Requirements A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and six (6) years of engineering or construction management work experience; or an approved acceptable equivalence. The physical demands for the essential functions of this position involve sitting or standing for extended periods of time. This position may require travel. This position may require bending, stooping, reaching, twisting, climbing, balancing, and kneeling. This position required driving and walking for extended periods, treading rough and uneven terrain, working in close proximity to motoring traffic, and natural environmental hazards. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. This position may be exposed to outside environment in all weather conditions and noise. A motor vehicle operator's license is required.
