Russell Tobin is seeking an Electrical Engineer for one of the nation's largest electric utilities' innovation centers.


Job Title: Electrical Engineer

Location: Pomona, CA

Job Type: Contract

Length: 12-Months

Pay Rate: $39.00 - $60 per hour as per your experience


Position Overview:

We are seeking an experienced Electrical Standards Engineer to develop, maintain, and enhance technical standards for distribution, transmission, and substation systems. This role focuses on ensuring that all designs and construction practices are safe, efficient, and aligned with modern strategic initiatives, such as grid reliability, energy efficiency, and sustainability goals.

The engineer will collaborate with teams across engineering, construction, operations, supply chain, and strategy to support the deployment of updated standards across the organization.



Key Responsibilities:

  • Develop and update technical design and construction standards for electrical infrastructure (distribution lines, substations, transmission systems).
  • Ensure standards are compliant with industry codes (NEC, IEEE, NFPA) and support organizational goals for safety, reliability, and climate initiatives.
  • Collaborate with internal stakeholders (engineering, construction, maintenance, supply chain) to gather feedback and address operational needs.
  • Provide technical support for standards-related questions, legal inquiries, and compliance audits.
  • Communicate newly developed or revised standards clearly to all impacted teams and facilitate training or clarification sessions as needed.
  • Analyze field feedback, operational data, and inspection results to identify opportunities for standards improvement.
  • Support the integration of emerging technologies (renewable energy sources, automation, SCADA) into existing electrical standards.
  • Participate in cross-functional projects aimed at improving grid modernization, resiliency, and energy efficiency.


Required Qualifications:

  • Bachelor's Degree in Electrical Engineering or a related engineering discipline (Mechanical, Civil, or Structural Engineering considered).
  • Minimum of 5 years of engineering experience in utilities, construction, IT infrastructure, or related industries.
  • Strong working knowledge of electrical system design standards and codes (NEC, IEEE, NFPA).
  • Excellent written and verbal communication skills with the ability to collaborate across departments.


Preferred Qualifications:

  • Experience in the utility industry, especially involving transmission and distribution systems.
  • Hands-on experience with SCADA systems, protective relaying (such as SEL relays), and substation design.
  • Familiarity with industry software tools (ETAP, SKM, PSCAD, CYME, etc.).
  • Knowledge of infrastructure integration for IT/data center environments.
  • Ability to troubleshoot, test, and commission electrical systems effectively.
