Job Responsibilities At Richland Construction C, acts as Chief Engineering Technician on major highway and bridge projects. Assists the Resident Construction Engineer (RCE) in the inspection and/or supervision of inspection work conducted by contractors to ensure all work is performed within the plans, SCDOT specifications, and other applicable requirements for the project. Inspections to include: grading, paving, drainage, non-structural concrete, placement of concrete and reinforcing steel for structures, structural foundations, traffic control, erosion prevention and sediment control, etc. Maintains certifications required to perform inspections, and ensures that all required inspections are performed correctly and in a timely manner. Thoroughly documents all inspection activities performed on required SCDOT forms and reports, reviews reports submitted by subordinates, and ensures that reports and other project documentation is filed and maintained in the SCDOT database. Supervises subordinate technicians on assigned projects. Trains and mentors technical staff in the areas of plan and specification reading and interpretations, inspection, sampling and testing, and field surveying. Reviews and approves daily time entries, performs yearly EPMS (Employee Performance Management System) reviews for subordinate employees. Performs survey duties as required on assigned projects to verify line and grade using level, total station, and GPS equipment to check centerline, slope staking, drainage structures, control points, retaining walls, bridge items, etc. Accurately and neatly records survey notes. Prepares monthly estimates, final estimates and final plans on assigned projects to ensure contractor is accurately paid for all work performed under the contract. Reviews pricing and change orders on assigned projects, and generates change orders for RCE approval. Performs closeout activities on assigned projects. Reviews sampling and testing requirements, and ensures that samples and certifications have been obtained as required. Records testing information on appropriate logs, and tracks the testing and approval of submitted samples and certifications to ensure compliance with SCDOT requirements. Minimum and Additional Requirements A high school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence. Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience. The physical demands for the essential functions of this position involve bending, stooping, reaching, twisting, climbing, balancing, kneeling, pushing, pulling, grasping and physically manipulating objects of varying size, shape, weight, and material. Must be able to lift up to 50 lbs. This position requires driving for extended periods, walking, treading rough and uneven terrain, and working in close proximity to motoring traffic and natural environmental hazards. May be subject to a certain degree of risk working with electrical currents. May be required to work outside of normal work schedule, especially during inclement weather and/or other departmental-related emergencies. Frequently exposed to outside environment in all weather conditions and noise on a daily basis. Additional Comments May be required to work overtime, nighttime, and/or weekends during hazardous weather or emergencies.
