Andy Devine Ave Kingman AZ 86401 Posting Details: Salary: $48,240.09 - $58,240.09 Anticipated Salary: 53,240.09 Grade: 20 Closing Date: December 25th, 2024 Job Summary: This position provides a high level of administrative support and expertise. Under the direction of the Permit Supervisor, the Permit Technician is responsible for reviewing, processing, documenting, and monitoring any encroachment work affecting the operational control or the use of highway right of way. This includes processing and issuing a variety of permits which define the requirements for use of state highways, for all uses other than travel by the public. Examples of permits include, but not limited to, physical encroachments in the right of way, temporary traffic control plans, utilities, widening projects, development projects, special events, environmental clearances and Adopt-A-Highway permits. The position also assures all encroachment program permit requirements are met and work is performed in compliance with the applicable laws, rules, regulations and standards. Job Duties: Communicates (written and verbally) with customers, permittees, ADOT staff, local government agencies, utility companies, contractors and engineering firms. Communication typically includes explaining the permit process and giving instructions and guidance on the permit application to include all of the documents required such as temporary traffic control plans, insurance and bonding, environmental clearances, and engineering plan requirements. Conducts administrative and substantive reviews. Prepares permit packages, citing specific requirements from ADOT Standard Specifications and Drawings to address the scope of work. Assures quality and compliance of all supporting documents. Prepares permit addendum's, grants extensions of time, processes work notifications, issues letters of acceptance for completed work, and coordinates with field inspectors. Reviews permit submittals for compliance with FHWA & ADOT standards and specifications. Assures proposed work is in compliance with rules, regulation and policies of Arizona Revised Statutes governing or affecting use of ADOT Right of Way. Performs basic plan review and coordinates reviews by other departments within the agency. Oversee and monitor progress of permit process. The position also ensures compliance with statutes and permit requirements by monitoring and evaluating encroachment permit activities. Organizing and prioritizing work assignments. Conduct, provide, and assist in research information for the internal and external customers. Assist with research for the State Attorney General's Office for litigation reviews, under the direction of the permits supervisor. Participating in Arizona Management System activities such as huddles, problem solving, kaizens, 5S, process mapping and standard of work. Coordinate and attend meetings such as pre-design and scoping, pre-application, preliminary site reviews, pre-construction, and other meetings. Perform field reviews to assure compliance of permit requirements and investigate reported or discovered ADOT Right of Way encroachments to determine validity. Determine and access technical aspects of permit and ADOT Right of Way encroachment violations and make recommendations for corrections or issues. Composes letters for Notice of Encroachment Violations. Other duties as assigned as related to the position. Knowledge, Skills & Abilities (KSAs): Knowledge: Google Workspace (Gmail, Docs, Sheets, Slides, Forms, Chat, and Calendar, Google Drive) and Adobe Acrobat. Statutes, administrative rules, and policies pertaining to permits. ADOT Utility and Railroad Accommodation Guidelines as applied to utility construction and maintenance of encroachments permits. ADOT requirements for design as per the ADOT Roadway, Bridge, Drainage and Materials Design Guidelines. ADOT requirements for construction as outlined in the ADOT Standards Specifications for Road and Bridge Construction. Manual and ADOT Standard Drawings for Construction. Temporary and Permanent Traffic Control; per the Manual of Uniform Traffic Control Devices (MUTCD) and ADOT Traffic Design Guidelines. AZ Blue Stake (811) requirements. Environmental requirements and clearances under NPDES /AZPDES (N.O.1.s, SWPPP, MS4). The American Association of State Highway and Transportation Officials (AASHTO), and Federal Highway Administration (FHWA) Guidelines. Tools, equipment, and materials used for highway construction and utility installations. Intergovernmental Agreements (IGA's) and Joint Project Agreements (JPA's). Right of Way methods and documents for acquisition and disposal of real property. The ADOT Permit Database, ROAD Portal, and Right of Way and highway maps and plans. Skill: Customer service, provide guidance, handling difficult customers and educating processes to inform customers. Written and verbal communication including depositions and testimony in a court of law. Organizing and prioritizing work assignments. Reading and interpreting a variety of technical engineering documents such as survey data, highway plans, right of way maps and documents relating to the acquisition and disposition of real property. Researching, utilizing available ADOT programs and databases and external sources in gathering information. Understand construction sequencing, methods and standards. Interpreting field inspection data and diaries. Field monitoring of temporary traffic control plans. Interpersonal relationships as applied to contacts with agency staff, employees of other agencies and local governments. Minor decision making, handling complex permit types with little to no supervision. Ability: Visualize impact of proposed encroachments and determine possible mitigations needed. Use of a computer to perform complex records searches, data analysis, word processing and spreadsheets. Use the Internet to research assessor's databases, property records and GIS systems. Assist training and guide staff members in permit related issues. Ability to review and approve all levels of utility plans and basic business types of permits. Develop standard work and process improvements for team members. Multi-task and on a variety of permits and projects with critical deadlines. Organize, prioritize, and track work assignments. Ability to safely operate a State vehicle. Selective Preference(s): High school diploma or GED preferred Permit processing, highway maintenance, engineer plan reading, construction or experience preferred.
